Most of these deals use a Safeway double coupon, which is available at Oregon & SW Washington (Wahkiakum, Cowlitz, Clark, Skamania & Klickitat Counties) Safeways only. You can double up to 4 manufacturer’s coupons per transaction, up to $.50 each. Safeway is inconsistent from store to store about doubling internet printed coupons. The double coupon is found in the weekly ad at the bottom of the middle page and look’s like this:

Tried the Suave Professionals deal this morning. Some flavors were $2.99 each WYB 4; some were $2.19; and I found one conditioner on clearance for $1.24. The cashier price adjusted the cpns (I got 2) to $1.24, so no overage or doubling.
I just had a complete brain lapse and thought today was Friday, and went off to Safeway to get the $5 cat litter. Turns out it’s already $5 now! Good thing. I bought it, paid $2 for each box (my store won’t double printables), got home and realized it’s Thursday! I need coffee.
The A&H litters are $5 all week, until the ad runs out Nov 27. I’ve bought them 3 days in a row.
There are (2) $1.50 Suave Professional Shampoo coupons in last weeks Redplum. They have different barcode numbers. Can we use (2) coupons with one barcode and (2) coupons with the other, different barcode for a total of 4 shampoos per transaction, thus bypassing the 2 per transaction limit? Or is this just splitting hairs??

You could try, but since all of the wording (except the barcodes) are identical I personally wouldn’t do it. I have no idea if the coupons beep at the register if you try to use more than 2 in a transaction, but the store might not be reimbursed by the manufacturer if the coupon conditions are not followed.
It would be better to mix and match the Suave products. The body wash is $1.49 so with the .50/1 coupon and doubl’r makes it .49 each. I know that Suave deodorant is included in the deal but don’t know the shelf prices for those.
Also, there are some Suave coupons available online to load to your Safeway card. They are not as high value as the paper coupons we got, but maybe you could use a few of those with 2 paper coupons if you want to get 4 shampoos in one transaction.
Just split it up into 2 transactions. I did that last night and it worked perfectly. I got 4 shampoos and 4 condtioners for free. Went to 2 different stores because stocks were low.
Best way to go. I did 3 transactions (6 cpns total) over 2 days. All of mine were $1.24 on clearance, so no doubling was involved, and the cashiers price modified the cpns to the shelf price.
Coupon from insert is limited to 2 per transaction ;-(
