You can double up to 4 manufacturer’s coupons per transaction, up to 50¢ each. The double coupon is found in the weekly ad at the bottom of the middle page and look’s like this:
Safeway stores are inconsistent from store to store with their double coupon policy. The following is taken directly from Safeway’s Just4U coupon policy on their website:

In theory, that is correct. But SavingStar cents-off deals are just an alternative form of mfr cpn and aren’t supposed to be stacked with paper cpns. On their website, they admit that for the time being they cannot prevent stacking, but may in the future. Most of Safeway’s J4U cpns and FM’s downloadable cpns are digital equivalents of the Sunday cpns and are (supposedly) blocked from allowing a paper cpn to be used with them. SavingStar’s $5 off $20 (or similar) deals are, in my mind, different and can be combined with paper cpns.
