Most of these deals use a Safeway double coupon, which is available at Oregon & SW Washington (Wahkiakum, Cowlitz, Clark, Skamania & Klickitat Counties) Safeways only. You can double up to 4 manufacturer’s coupons per transaction, up to 50¢ each. The double coupon is found in the weekly ad at the bottom of the middle page and look’s like this:
Safeway stores are inconsistent from store to store with their double coupon policy. The following is taken directly from Safeway’s Just4U coupon policy on their website:

Usually Safeway has no problem with the “available at Walmart” stuff, its the doubling the internet coupons that is sticky with them. The Safeway on Andresen Vancouver had quite a few Farmer Johns sausage links clearanced for 50% off of the reg price of 1.99. Using the m/c of 1/2 and doubling it – should make them .25 each. I think they expire on the 17th, so either use or freeze by then.

The All coupon says “Available at Walmart”. It SHOULD work but it make me nervous.

It really depends on the Safeway location. Occasionally I get a cashier who will question Whether it can be used or not. I tell them to scan it and if it doesn’t scan then I will talk with customer service later. I rarely have a problem with them scanning and everything is good. I have always had customer service make it good if there is a problem.
